2023年年底，《儋州市加快推进科技创新促进高质量发展办法（试行）》印发，提出设立科技创新专项资金，进一步推动高新技术企业提质增量和加强优质中小企业梯度培育。

基础设施合作是中非合作的优先领域，为改善非洲投资环境、强化非洲产业基础、促进产业升级提供重要支撑。中非合作论坛成立以来，中国企业助力非洲新增和升级铁路超过1万公里、公路近10万公里、桥梁近千座、港口近百个、输变电线路6.6万公里、电力装机容量1.2亿千瓦、通信骨干网15万公里，网络服务覆盖约7亿用户。中国企业在交通、能源、电力、住房、民生等领域实施了一批标志性工程和“小而美”项目，有力拉动非洲国家经济社会发展。
